UPSC - Limited Departmental Competitive Exam - Introduction:
The UPSC conducts a Combined Limited Departmental Competitive Examination for additions into the Section Officers grade and Stenographers grade. This is for Grade 1/Grade B of the services like for the Section Officers Grade of Central Secretariat Service, General Cadre of Indian Foreign Service, Railway Board Secretariat Service, Central Stenographers Service and so forth.
UPSC - Limited Departmental Competitive Exam - Eligibility:
In order to be eligible to be able to appear for this exam one must be in a certain category of department who are employed as Assistants or Stenographers in Grade C/Grade 11.
There is no specific educational qualification that one requires to apply for this job and neither is any particular age limit.
However, only those who are Central Government Employees working as Assistant in the Assistant Grade of the Central Secretariat Service, Railway Boar, Intelligence Bureau, Armed forces or Civil Services are eligible to apply.
UPSC - Limited Departmental Competitive Exam - How to Apply:
One needs to get the application form and further details about the test from the Secretary, UPSC by remitting the required amount in the form of a money order. They will not accept any other form of payment except this. Candidates can also call up 011-23385271/011-23381125 or any working day to find out further information. The application usually needs to be submitted by end of August and the test is held in December. The duration of the test is for four days.
UPSC - Limited Departmental Competitive Exam - Selection Process and Syllabus:
A candidate has to appear for two parts of the exam and each of these are essay type answers. There are no objective questions throughout the paper. The syllabus broadly covers noting and précis writing, the procedures and practices followed in the Government of India and General Studies. Paper B comprises of an assessment of the five years of CRS and carries 100 marks.

Part A: Candidates have to appear in the following conventional (Essay Type) papers
1. Noting and drafting and writing a précis (summary)
2. (i) Procedure and Practice in Government of India Secretariat and Attached offices. (For Categories I, II and IX)
(ii) Procedure and Practice in Government of India Secretariat and Attached offices. (For Categories IV, V and VI)
(iii) Procedure and Practice in Government of India Secretariat and Attached offices. (For Categories VII only)
(iv) Office Procedure and Practice (For Category III)
(v) Office Procedure and Practice (For Category VII)
3. (i) General Knowledge of the constitution of India and the Machinery of Government, Practice and Procedure in Parliament (for categories I, II, III and IX)
(ii) General Knowledge of the constitution of India and the Machinery of Government, Practice and Procedure in Parliament (for categories IV, V,VI and VII)
4. (i) General Financial and Service Rules, (For Category I)
(ii) General Financial and Service Rules, (For Category II)
(iii) General Financial and Service Rules, (For Category III)
(iv) General Financial and Service Rules, (For Category V)
(v) General Regulations and Service Rules, (For Category VI)
(vi) Financial Regulations and Service Rules, (For Category IX)

5. General Studies
Part B Assessment of 5 years CRs 100 Marks
UPSC - Limited Departmental Competitive Exam - Job Prospects / Salary :
The salary and perks that they will get will be far better than what they are already getting. Once the candidate clears the test it is going to be a promotion for him to a grade higher. Whatever are the pay scales that are applicable to that grade he will be eligible for it.
